How many machines are concerned in how many countries and over what time frame?
FEIN has sold around 8000 units and 150 spare parts of the aforementioned models in 53 countries. The core drills concerned were fitted at the FEIN site in the USA. The individual parts are manufactured around the world. Of the components concerned, 150 were put onto the market.
Specifically, which countries were the most machines sold in?
In North America, the most machines were sold in the USA and Canada; while in Europe, the highest figures were in Germany and France.
How will affected users be compensated?
We will either refund our users the purchase price or offer, depending on the model concerned, a replacement machine of higher value. It goes without saying that we will pay the costs of returning any machines.
How can you have been installing sealing rings containing asbestos (and for a good eight years) without noticing? Do you have a problem with your quality assurance? Do you not have your supply chain under control?
From 2021, the legal framework regarding the use of certain hazardous substances in the electrical and electronic devices market in Europe will be tightened. The safety of our products and the satisfaction of our customers are of the utmost importance to us as a quality power tool manufacturer. We have therefore undertaken a comprehensive review to ensure conformity with the future requirements. Over the course of this review, we established that a sealing ring containing a type of asbestos was used in the aforementioned core drills from the brands FEIN and Slugger and Slugger by FEIN. Spare parts with the numbers 30610055000, 32498611010 (seals) and the assembly with the number 31508314030 are also affected.
Is this recall a voluntary safety measure or a procedure specified by law?
As a matter of course, we are in contact with the authorities in the countries concerned and are complying with the legal requirements.
Which specific form of asbestos was identified?
The substance detected was chrysotile.
What was chrysotile used for?
Chrysotile was used for heat-resistant material, such as seals.
Under what conditions can chrysotile escape from the seals installed in your machines and does it pose a health risk to users?
According to current knowledge, if contact is made with a sealing ring concerned – particularly if the sealing ring concerned is broken, destroyed or abraded – asbestos fibres may be released. Asbestos may pose a health risk if fine fibres are released and potentially enter the air breathed by users. Coming into contact with chrysotile solely via skin contact is non-hazardous.
Have you been given any expert opinions which indicate potential health risk scenarios? If yes, which ones?
To date, investigations at our production facilities have not shown any exposure. We are conducting further investigations and expect to know the findings by late January 2020.
What specific measures are you taking to avoid such incidents in the future?
FEIN conducts a thorough first inspection of new power tools and accessories to be placed on the market. The uniform processes for this first inspection are defined at the company headquarters in Germany and are applied globally. Moreover, REACH and RoHS compliance testing is performed and this is also binding for products globally. This compliance testing is intended for new power tools and accessories, as well as products which are already on the market. Accordingly, FEIN continuously monitors its entire range of machinery and accessories with respect to legal requirements and standards. Supplying high-quality power tools and accessories are of utmost concern to FEIN in order to provide users with the best possible systems. We detected the aforementioned abnormality as part of this continuous monitoring process.
What is REACH/RoHS compliance testing?
REACH/RoHS compliance primarily relates to manufacturers and importers of electrical and electronic devices. "REACH" stands for the "Registration, Evaluation and Authorisation and Restriction of Chemicals". RoHS stands for the "Restriction of the use of certain hazardous substances in electrical and electronic equipment", or, in its short form, the "Restriction of certain hazardous substances". The RoHS Directive of the European Union (Directive 2002/95/EC) was introduced to restrict the use of certain substances which are harmful to health and the environment in electrical and electronic devices and spare parts.
What efforts is FEIN taking to reach all owners and users of the machines and spare parts?
In acknowledgement of our responsibility towards our customers, we have halted the use of the aforementioned machines and spare parts for any operation, repairs, maintenance and sale with immediate effect. We are recalling all of the core drills and spare parts concerned on the market. To make it easier for our users to identify and safely return the machines and spare parts concerned, we have set up a website available at the following . This website also has the safety warning. In addition, we are openly and transparently communicating with our distribution partners and the trade media to ensure that we reach all users.
Why do I have to return the machine(s)?
The aforementioned machines must no longer be operated, used, repaired, serviced or sold. All affected machines must be collected immediately, commercially, reinforced adhesive tape must be applied to the sealing area concerned and the machines must stored in protected, sealed containers, for example in their original case. IMPORTANT: It is imperative that this is done whilst wearing protective gloves and a respiratory dust protection mask (type FFP3). After use, these must be stored together with the machine in the protected, sealed containers. Do not under any circumstances open the machine housing yourself. If you do not have suitable storage facilities or cannot separate the affected machines, please contact us immediately. Asbestos is harmful to health and, under certain circumstances, can cause cancer. Asbestos fibres may be released when using the machines, spare parts and assemblies. In particular, this is the case if the affected sealing ring breaks, is destroyed or abraded, i.e. not for any normal repairs. The machines concerned are therefore prohibited from operation and sale with immediate effect. We ask for your cooperation and that the machines are immediately returned for further investigation.
